Last night the Town Council conducted a thirty minute workshop to discuss the Police Department budget for the upcoming year.  Chairman Pesce asked each councilor for their input.  Councilors Bickford, Metivier and Lunt discussed different areas of the Communication Center.  Councilor Lunt asked about reducing the Police vehicles.  Councilors Brunelle and Crafts had no input and Chairman Pesce asked about other Public Safety Answering Points (PSAP) cost and increasing patrols into Durham.  Councilor Garrison asked for no increase in the budget this year and about the digital imaging system.

***No Councilor or the Town Manager discussed the possibility of reducing the current Police Department Budget.***

Next, the Town Council started the regular meeting.  The first order of business was to recognize the achievements of the Lisbon High School Field Hockey Team.

Under Council Orders, Resolutions & Ordinances – The following agenda items were approved by a vote of 7-0:

1. Slum and Blight Area Designation.
2. Award Natural Gas Bid.
3. Unnamed Stream Watershed Management Plan Proposal.
4. Sewer System Evaluation Study.
5. Set up trust fund and accept donations for the maintenance of           Blake Cemetery.
6. Purchasing Policy Amendments.
7. Tax Acquired Property.
8. Police Cruiser Equipment Purchase for $18,083.20 plus            $500.00 Miscellaneous Expenses.
9. Reallocation of CDBG Housing Funds for Miscellaneous Expenses.
10. Fire Department Turnout Gear Purchase for $10,905.00.  Five sets of gear.
11. Letter to County Commissioners.
12. Council Working Rules.
13. Capital Improvement Plan Budget Presentation. 
14. MDOT Municipal/State Agreement for Route 196 Project.
15. Animal Shelter Contract.
16. Personnel Policy Amendment – Section 90-18 Leave of Absence.
17. JAG/Byrne Grant

The only agenda item not approved was the School Capital Reserve Request by a vote of 5-2.

Under Other Business – Amanda Bunker discussed the possibility of a Downtown TIF.  All the paperwork has to be completed by February 27, 2015.  The Finance Director gave her report for the month and the Town Manager provided a couple of issues.
