The Town Council meeting lasted until after 10:00 PM last night. This was because they covered a lot and there were several Public Hearings which lasted more than an hour.
Under Public Hearings – There was a small discussion on the Charter Amendments that the people are going to vote on in November. The first question changed the hiring of the Town Attorney from the Town Manager to the Town Council. The second question was to restrict all bond issues over a million dollars to a November ballot except in the case of an emergency. There will be no more bonds allowed on the June ballot that are for a million dollars or more.
The Energy Performance Contract was discussed in length. There will be an informational night at LCS on October 27, 2014 at 07:00 PM.
Appendix C Fee Schedule was discussed.
Ch. 30 Recreation & Parks Article II Administration Div. 2 Municipal Recreation Committee Sec 30-51 was also discussed.
There was a Public Hearing on Special Entertainment License for the Left Hand Club but no one spoke.
Under Council Orders, Resolutions & Ordinances the following items were approved by a vote of 6-0, Councilors Garrison was excused.

There was a discussion on benches on the trail system. It was decided that the
Town would not accept any donations for the trail system until a
comprehensive plan could be approved first. They expect this to be
completed by Spring.
There was a discussion on plowing the new trail and it was decided this would not
be the right approach. It was decided that the two snowmobile club would
groom the trail instead of plowing.
Voting Credentials for MMA Annual Business Meeting. Councilor Pease is the
primary and Council Lunt is the alternate.
Amanda Bunker provided an update on the Lisbon Downtown Revitalization Plan.
Under Other Business – The Finance Director provided her report on the monthly finances. The Town Manager provided an update on the Cable Franchise which was not what the people were initially told. The Council asked the Town Manager to contact Dale Olmstead for clarification.
In Executive Session, the Council discussed adding the Treasurer’s job to the Town Manager’s responsibility and came out of Executive Session and voted to add three thousand dollars to the Town Managers salary to cover the Treasurer’s job.
