Lisbon Maine Town Council Meeting

TOWN COUNCIL MEEETING

The last Town Council meeting was the inauguration of the newest members voted into office in our last election.  This event was done very well and all new members, minus Norma Wells, took their oath of office.  Liza Ward was sworn in and took her place on the Town Council.

In a dramatic turn of events, Councilor LaRochelle was voted in as this year’s Chairman of the Town Council.  Apparently, puppet master Bowie did not have confidence enough in Pomelow for her to become Chairperson.  I totally agree with him since her screw-up with the Council Working Rules and her short temper with residents.  However, Bowie did allow her to remain as Vice Chair.  Congratulations Fern.

The town received their annual audit presentation and passed with flying colors.  Keep in mind this was not a forensic audit.  Also the audit team does not review the Economic Community Development Department to ensure individuals receiving loans met the criteria for the type of loan received.

The Ethics Panel Chairman David Bowie gave the panel’s summary of findings and recommendation to the Town Council on whether or not there is a conflict of interest with Bowie.  You all know the results and my feelings.  No more needs to be said.

The Town Manager, who never provided on the town web site, the topics he was going to discuss.  It will be impossible to comply with the Councilor Working Rules if the citizens have no idea what is going to be discussed.  Is the new Chair going to force the Town Manager to post his agenda on the town web site or allow the people to address their comments during “Other Business”?  We shall see how Chairman LaRochelle will handle this problem.

Finally, there were two Agenda’s posted on the town web site.  One was posted on Friday and the other one was posted on Monday.  It was amazing because Monday’s agenda did not have “Corrected Copy” on it so if you were not paying close attention one would never realize the changes.  A simple act such as putting “Corrected Copy” at the top of the agenda would have eliminated any confusion.  Instead of paralegal training, why not send our people for simple administrative procedures training.  When can the people expect simple administrative procedures to be followed in this town?

A member of the Iranian parliament’s National Security Committee said on Monday that the military was set to practise its ability to close the Gulf to shipping at the narrow Strait of Hormuz, the most important oil transit channel in the world, but there was no official confirmation.
The legislator, Parviz Sarvari, told the student news agency ISNA: “Soon we will hold a military manoeuvre on how to close the Strait of Hormuz. If the world wants to make the region insecure, we will make the world insecure.”

Drones Officially Take Flight For Domestic Law Enforcement, Heralding a New Level of the Police State

It is a sign of just how fast the police state is advancing that drones in American skies have gone from conspiracy theory to admitted fact in about a year.

In a precedent-setting event, local law enforcement in North Dakota nabbed three suspected armed men with the help of a Predator B unmanned drone.  It was only after the drone confirmed that the men were unarmed that police moved in to make the arrest.

EPA Admits Fracking Causing Groundwater Pollution

Anthony Gucciardi
Activist Post

The EPA has finally admitted that fracking; the controversial act of pumping water and chemicals underground in order to facilitate the flow of oil or gas, is causing groundwater pollution.

The chemicals involved in the fracking process are highly toxic, and many activists have been speaking out against fracking due to the threat to public health that the technique poses. Many viral videos have actually shown residents of fracking towns lighting their tap water on fire due to the high gas content.

The new EPA findings could significantly impact the fracking process, with the possibility of future regulations going into place to halt the environmental impact of fracking. The real question is whether or not the EPA will take the appropriate steps to reduce or even stop fracking, after ignoring the threat for quite some time.

How Low Can US Candidates go Pandering for Money …

“Like America’s national interest, Palestinians are sacrificed by the average voter’s indifference and the utter moral impotency at the highest elected political office in the face of the strongest US foreign interest lobby.”
By: Jamal Kanj*
The American election signifies the start of the political harvest season for the strongest US foreign lobby. American presidential hopefuls vying for Jewish money and vote, with varying designed Yamakas, line up at fundraiser events from New York to Hollywood Californian, typically before making a shameful toadying “pilgrimage” to the supposed Wailing Wall in East Jerusalem.

The 2012 election season has started in earnest with Republicans and the President (Democratic) nominee pandering equally to the powerful pro-Israel Jewish lobby.

17-Year-Old Girl Creates Nanoparticle That Kills Cancer, Wins $100,000

When I was seventeen, it was a very good year. Actually, that’s a flat out lie. When I was seventeen I was probably wallowing in self-important despair so trivial that now, years later, I can’t even remember if I was wallowing or not. The point I’m getting at here is that I wasn’t doing anything productive, much less anything that could save countless lives and contribute to a field of science that is more important now than it has ever been. That’s what Angela Zhang was doing, and now, she’s $100,000 the richer for it. Also, she can say she’s created a nanoparticle, one that kills cancer, for what that’s worth (Spoiler: It’s worth a lot).

A letter FROM the North Pole

Dear Customer Thank you for all your letters in the past. Yes, I have been remiss in replying, but please understand that things get very busy at the North Pole, we only have daylight for 6 months, and being in the middle of an icecap floating on an ocean, everything we use at the toy shop has to be flown in. We're outside the usual Fed-ex routes, so we're still using the reindeer. Letters take paper. Paper requires trees. See any trees up here on those National Geographic specials? Okay, you get the idea.
But I feel I owe you a reply after all this time, plus there are a few things I would like to get straight between us.
No more cookies. I always feel obligated to take a bite out of the cookie left by your Christmas tree lest whoever made it feel slighted. But that's 100 million cookies I have to nibble in the continental United States alone every single Christmas, and I am trying to lose weight because chimneys are getting smaller.

Kucinich: Protect Our Food Supply from Genetically Manufactured Crises

Activist Post

Congressman Dennis Kucinich (D-OH) today announced commonsense legislation that would prohibit open-air cultivation of Genetically Engineered (GE) pharmaceutical and industrial crops, preventing biological contamination of our food supply. The bill would also establish a tracking system to regulate and ensure the safety of GE pharmaceutical and industrial crops.

“We must take steps to prevent genetically engineered organisms from being grown in a way that could do irreversible damage to our food supply. Under pressure from profit-minded industry, we have already allowed the spread of genetically modified crops into our agriculture at great cost to our economy and with unknown effects on our bodies,” said Kucinich.

10 of The Craziest Things Newt Gingrich Has Ever Said

Republican presidential candidate Newt Gingrich is the latest not-Romney to capture the attention of GOP primary voters. With a solid lead in three early primary states, he’s giving the erstwhile front-runner a serious run for his money. While Newt may be the flavor of the moment, the Iowa caucuses are just three weeks away, so while he's behind in fund-raising and has had trouble organizing a nationwide campaign, it's impossible to count him out.

In light of his resurgence, let’s take a trip down memory lane and examine some of the most absurd statements Gingrich has made over the years. Rehashing every outrageous comment by Gingrich would be a lengthy endeavor, so this is not a comprehensive list.

I like to think of myself as a pleasant and easy going person, but I just couldn’t help from being overcome with rage and disgust as I sat in my grimy holding cell this past Friday. The legal fees, the hassles, the boredom and the fact that I probably just lost my job definitely had me upset, but it was just the blatant corruption of the situation that I found to be absolutely sickening. The sheer arrogance and hubris exhorted by the mercenaries that were holding me and several others hostage. This language might be a bit strong for some, but I feel that I’m describing the situation quite accurately.

Moscow is unusually warm: the temperature refuses to dip below zero degrees Centigrade, the freezing point. Instead, it is wet and dark. The sun gets up late and goes to sleep early. To make matters worse, President Medvedev decided to keep Russia on daylight savings time throughout winter. To offset this stupid decision, Christmas illumination was turned on a month before the usual time, in order to cheer up the voters. Now it lights the way for the armoured vans of the riot police sent in to pacify the cheery electorate.

Occupy Boston protesters remain at encampment after midnight deadline passes for them to leave

BOSTON — A diminished Occupy Boston encampment held its ground early Friday after police decided not to immediately enforce a midnight deadline that the mayor had set for them to leave a city square.
Two protesters were arrested after police said they moved a tent into a street and refused to move, blocking traffic. But there were no other serious confrontations between the demonstrators and supporters who gathered at the site as the deadline loomed.

Congressman Dennis Kucinich (D-OH) today questioned whether FirstEnergy has been entirely upfront with the people of Ohio over the extent of the damage to the Davis-Besse nuclear power plant. Kucinich requested full public disclosure of all relevant photographs, test results, analyses and reports by FirstEnergy after comparing reassuring public statements made about the damage by FirstEnergy officials to disquieting information received from the NRC during a briefing yesterday for the Congressman’s staff.

Defense Authorization Act Will Destroy Bill of Rights

ED NOTE : If Sherwood Ross’ article Defense Authorization Act Will Destroy Bill of Rights is accurate when it states that the Military will be authorized to arrest and hold anyone without access to legal representation, habeas corpus, or trial, then the Law itself is unconstitutional and all it will take is a finding in the US Supreme Court to that effect to nullify it.

It is quite simple and straightforward. The Constitution of the Unites States of America clearly prohibits the Congress from passing any law which is in conflict or contradiction with any of the guaranteed provisions of the Constitution or its amendments. If the Congress wishes to pass such a law, it must first amend and gain ratification of suspension of those rights of habeas corpus, legal representation, and trial which are fundamental to the Constitution.

Android smartphone software tracks every user action and keystroke, analysis finds

(NaturalNews) Smartphone devices are convenient, handy tools for staying in touch with friends and family, getting directions on the go, and accessing a variety of helpful user applications from virtually anywhere. But a recent analysis of smartphones loaded with Google's Android software platform reveals that the technology can also track every movement, action, and keystroke of users, which represents a serious breach of privacy.

The UK's Telegraph reports that preloaded Android software known as "Carrier IQ" secretly monitors and records the websites Android users access from their mobile phones, as well as the text messages they send and receive and even the individual keystrokes they make. The technology also logs a history of where users are located geographically while performing these tasks.

Ron Paul’s Loyal Supporters Are Getting Ready To Shock The World In Iowa

    Wednesday, December 7, 2011
Ron Paul’s supporters in Iowa are very loyal and very excited. And they are poised to make Paul the winner of the Iowa Caucuses next month.
This isn’t the script the media has been writing for this campaign. Instead, “Tea Party Queen” Michelle Bachman, who beat Paul by just a few score votes at the Ames Straw poll earlier this year, was supposed to win this state – and confirm that the GOP has gone bonkers.
Bachmann is polling in the low single digits now. Since Ames, Ron Paul has put in the most time in Iowa, he is running the best ads, making the sharpest criticisms of his rivals, and putting together the best organization.
In Iowa he polls behind only Newt Gingrich, the latest flavor of the week. But Gingrich commands little in the way of organization, money, or loyalty with voters.

If you need one more reason to curb your TV viewing time, here's the best one yet: latest research shows your very life could depend on it.

The study was conducted at the University of Queensland in Australia and tracked data from 11,000 Australian volunteers older than the age of 25. Results showed that for this age group, every hour of television viewed could shorten the average human lifespan by 22 minutes. According to researchers, it appears there is a direct correlation between how much time you spend in front of your flat screen and how long you'll live.

But not to worry Ajinomoto the company that makes Aspartame has changed the name to AminoSweet. It has the same toxic ingredients but a nice new sounding name. And if you or your child happens to be allergic to Aspartame, well don’t take it personally it’s just business.
Despite the evidence gained over the years showing that aspartame is a dangerous toxin, it has remained on the global market . In continues to gain approval for use in new types of food despite evidence showing that it causes neurological brain damage, cancerous tumors, and endocrine disruption, among other things.

    Lisbon Maine's Ethics Panel Diversion

Lisbon's Ethics Panel Problem in 300 words or less

There has been a lot of confusion surrounding the in depth articles about Councilor Bowie’s conflict of interest and the Ethics Panel’s findings. The following few words are an attempt to boil it all down into a easily digestible summary of the relevant facts.

       1.    Councilor Bowie’s wife being an employee of Police  Department creates many perceived and/or actual conflicts of interest  one of which is documented by a previous Ethics Panel finding.    (Fact)
       2.    The Lisbon Ethics Panel is not addressing the true conflicts created by the relationship between Mr. and Mrs. Bowie and the Police Department.
       3.    The  Ethics Panel is guiding the investigation to keep it away from the true conflicts. They are requiring the public to word the complaints in some unspecified form only known by the panel.  I believe (opinion) the panel knows what the problem is but doesn’t want to hear the complaint because they will have to render an uncomfortable decision that will anger the powers that be in Lisbon Government.
       4.    The Town Council and Ethics Panel are attempting to insulate the Council from ethics scrutiny. I doubt  this was ever the intent of the framers of our Ethics Panel.
       5.    The Ethics Panel refuses to investigate this obvious conflict on their own. There is nothing written in the charter that prohibits them from initiating the investigation.

The  recent finding of the Ethics Panel is really just A Red Herring used to divert attention away for the most egregious conflicts.

The only way to fix  this  “Good Old Boys Network” is to  install new ethically minded people to the council next November.

The propaganda involving American exceptionalism and how "we are different (better)" certainly wasn't true either.

The answer ranges from incarceration, to trials featuring charges ranging from fraud, to sedition and even treason with sentences ranging from decades to life in prison, perhaps even death, as well as possible military action for what could easily be considered an act of war.

White Wash The Lisbon Ethics Panel Decision

The Ethics Panel rendered a decision pertaining to Councilor Bowie and a possible conflict of interest.  This decision was based on the assumption the Town Council and those involved with the County Consolidation Communication Center project were fully aware of Mrs. Bowie’s participation in the Lisbon Communication Center.  Also, the fact this project is at an exploratory and conceptual level.

Councilor Bowie should never have been placed in this position in the first place because it is in direct violation of the Ethics Panels prior decision in January 7, 2009.  If everyone on the Town Council had full knowledge pertaining to Mrs. Bowie’s duties in the communication center, why would the council appoint Councilor Bowie to participate in this project in direct violation of the 2009 ruling?  Also, if the consolidation on communication centers does not remain under the jurisdiction of the Lisbon Police Department, Mrs. Bowie’s job description would have to be redone and her salary adjusted.  This is an industry standard practice.  So it is imperative to Mrs. Bowie's salary, the communication center remains under the jurisdiction of Lisbon Police Department.

Councilor Bowie, as an appointed representative of the Town of Lisbon, has a direct impact on influencing County Commissioners and fellow Town Councilors. Their decisions will have a direct effect on Mrs. Bowie’s salary.  Yes, this project is in an exploratory and conceptual state but his actions will effect the final decision of this project.  By stating there is no conflict of interest at this time, the Ethics Panel has enabled Councilor Bowie to influence the County Commissioners decision on the Consolidation of Communication Centers.  It is their decision which will determine Mrs. Bowie’s future compensation.

Councilor Bowie should have been replaced as the representative of the Town of Lisbon on this project once Mrs. Bowie was hired as the Administrative Assistant because her daily duties involve the Lisbon Communication Center and constitutes a direct conflict of interest to the County Consolidation Communication Center project.

The Ethics Panel findings are rendered on the assumption both the County audience and the Town Council has full knowledge of Mrs. Bowie’s involvement with the Lisbon Communications Center and the fact the Consolidation Communication Center project is in an exploratory and conceptual state.  First, we all know what “assume” does; it makes an ass out of u and me.  Second, because this project is in an exploratory and conceptual state does not means Councilor Bowie’s impact will not have a dramatic impact on his wife’s salary in the future.  Waiting to lock the barn door, after the horse has run away, is too late; so is waiting until the County Commissioners make their final decision which will be influenced by Councilor Bowie, too late.

FOIA Documents Show FBI Illegally Collecting Intelligence Under Guise of “Community Outreach”
NEW YORK – The FBI has been illegally using its community outreach programs to secretly collect and store information about activities protected by the First Amendment for intelligence purposes, according to FBI documents released today by the American Civil Liberties Union.
“The trust that community outreach efforts aim to create is undermined when the FBI exploits these programs to gather intelligence on the very members of the religious and community organizations agents are meeting with,” said Michael German, ACLU senior policy counsel and a former FBI agent. “The FBI should be honest with community organizations about what information is being collected during meetings and purge any improperly collected information.”

Iran shoots down a US drone aircraft over eastern Iran.

Iran's military says it has shot down a US reconnaissance drone aircraft in eastern Iran, Reuters news agency reports, citing state television.

"Iran's military has shot down an intruding RQ-170 American drone in eastern Iran," an unnamed source has reportedly told Iran's Arabic-language television network.

According to Press TV reports, Iranian authorities managed to seize the unmanned aircraft upon being downed, which they claim received "minimum damage."

The drone, reportedly an RQ-170 sentinel, "is a low observable unmanned aircraft system which the United States Air Force uses to "directly support combatant commander needs for intelligence, surveillance and reconnaissance to locate targets."

    Lisbon Maine's Ethics

          Lisbons Ethics Panel’s Duty

Does Lisbon Maine’s Ethics Panel have a hidden policy of ignoring blatant ethics violations
when they involve the Lisbon Town Council?

Is there some written regulation that bars the panel from rooting out problems.

I have searched the Town Charter for sections that apply to the panel and can find no such regulation.

What possible reason then would the panel have for ignoring the obvious violation involving
Councilor Bowie and his wife? Is there some unstated agreement between the Ethics Panel
    and the Lisbon Council?

What is the purpose of any Ethics Panel if not to bring possible ethics violations to light. Do we have an Ethics Panel for appearance sake only.

These are all valid  questions that we must ask ourselves and attempt to answer.

It may be time for us to seek outside intervention to
help with this problem. Einstein said you cant solve a problem with the same thinking that created the problem.

We need an Ethics Panel with teeth to oversee our governmental  actions. We don't need one that  protects the 1%  in charge from scrutiny and stands as a roadblock to correcting unethical behavior.

    Huge New York march

10,000 in New York march again for jobs

    nyclabordemo
NEW YORK - The Central Labor Council was the main force behind a march for jobs here yesterday that filled the streets from 32nd Street and Broadway to Union Square.
Unions are under siege by corporate America. Leading the charge against them were the GOP governors of Ohio and Wisconsin. The fight back by organized labor and its allies that started in Wisconsin helped spur the successful November roll back of an Ohio law that stripped public service workers of their collective bargaining rights.
That victory, fortified by the Occupy Wall Street movement, has given labor and the majority of Americans hope that they can make changes that seemed daunting only a decade ago.
Yesterday, the public workers, transit workers, teachers, electrical workers, Teamsters and others united with the Occupy Wall Street forces to have their say.A statement by the CLC made their point: "This march is for Jobs and economic fairness is a call to action and a show of unity - we want to march down Broadway from Herald Square to Union Square and fill the street from curb to curb so government and big business get our message: Enough is Enough!"

The Australian Reports Of Second Explosion In Iranian City Of Isfahan

    Tyler Durden's picture

While this story has not been caught by any of the major wires, The Australian's Jerusalem correspondent Sheera Frankel reports something quite disturbing: "All eyes on Israel after second Iranian blast. CLOUDS of smoke billowed above the city of Isfahan - evidence that the latest strike against Iran's alleged nuclear weapons program had hit its target." We will report more if this story is confirmed by any other news agencies because if true it means that at this point things behind the scenes are no longer happening in the shadows.

Share EU Dictators Block UK’s Right To Referendum

In a brazen flaunting of the EU Superstate’s anti-democratic ideology, the UK Government yesterday voted 483 to 111, blocking the people’s right to a referendum on membership of the Union. Out of the 111 that sided with democracy, 81 were rebellious Conservatives who have lost faith in the leadership of David Cameron.
    The Prime Minister claimed today:
“In politics you have to confront the big issues rather than try and sweep them under the carpet.”
But of course confronting the big issues without support of half of your backbenchers and without support of the people is by definition a dictatorship, something the unelected suits in Brussels are all too familiar with

    Israel’s Grand Hypocrisy

    by JONATHAN COOK
    Counterpunch
As protests raged again across the Middle East, Benjamin Netanyahu, Israel’s prime minister, offered his assessment of the Arab Spring last week. It was, he said, an “Islamic, anti-western, anti-liberal, anti-Israeli, undemocratic wave”, adding that Israel’s Arab neighbours were “moving not forwards, but backwards”.
It takes some chutzpah – or, at least, epic self-delusion – for Israel’s prime minister to be lecturing the Arab world on liberalism and democracy at this moment.

Naked ambition: Ukrainian topless protests go
    global

A naked woman in a city's central square is bound to attract attention, which is
exactly what Ukraine’s Femen group is hoping for with a series of high-profile
demonstrations against the abuse of women's rights which has made the news
across Europe. And as RT found out, the Ukrainian feminists are ready to conquer
new horizons. On a chilly morning in Kiev, half-naked women in racing outfits
drink champagne and chant slogans. This is how the Femen movement
celebrated the resignation of Silvio Berlusconi. Several days prior to that,
Femen were in Rome, lending their support for the anti-Berlusconi protests.
“We had staged a lot of protests against Berlusconi and his sexual
adventures here in Kiev. And we are really happy his political career
has finished,” activist Aleksandra Shevchenko told RT.

Sen. Paul Statement on Defeat of Detainee Amendment
    Dec 1, 2011
WASHINGTON, D.C. -Tonight, Sen. Rand Paul prevented the passage of an amendment that would have further eroded Americans' constitutional rights. Offered to the National Defense Authorization Act for Fiscal 2012 (S.1867), amendment No. 1274 would have allowed the U.S. government to detain an American citizen indefinitely, even after they had been tried and found not guilty, until Congress declares an end to the war on terror.

Bussiere decided to give back to the Barbara Bush Children’s Hospital for how important they have been to him and his family. He was diagnosed with ITP when he was five years old and spent many years being treated by doctors and hospitals. Recently his five year old brother was hospitalized in serious condition at the Barbara Bush Children’s Hospital and once again Bussiere saw firsthand just how important it is to do this project.

    Thought of the day

Have you ever noticed how the four national media networks usually report on the same news events every night.  They also push a similar viewpoint usually the governments.

Of the many thousands or more possible stories how is it possible they pick the same ones without some sort of direction.  Is our Government or some other powerful group telling the major networks what to cover?

Are we being manipulated by the media?

The Media’s Blackout Of The National Defense Authorization Act Is Shameful

    David Seaman

    Thursday, December 1, 2011

The broadcast media’s ignorance and unwillingness to cover the National Defense Authorization Act, a radical piece of legislation which outrageously redefines the US homeland as a “battlefield” and makes US citizens subject to military apprehension and detainment for life without access to a trial or attorney, is unacceptable.
