Nine year old Emanyea Lockett was suspended from school for two days when he told a friend that he thought his teacher was 'cute'.

The operator of the Fukushima Daiichi nuclear plant says radioactive water leaked from a water treatment facility may have reached the sea through a gutter.
Tokyo Electric Power Company says slightly elevated levels of cesium were detected on Sunday in seawater around an outlet from the gutter.
Earlier in the day, workers found that at least 45 tons of water had leaked from a desalinization device at the plant. The water then apparently seeped out of the building and flowed into the gutter.

Officers from the US Park Police arrived at 11:30 am at McPherson Square, just two few blocks from the White House and where demonstrators have been living in tents since late September, prompting a standoff.

White Wash The Lisbon Ethics Panel Decision

The Ethics Panel rendered a decision pertaining to Councilor Bowie and a possible conflict of interest.  This decision was based on the assumption the Town Council and those involved with the County Consolidation Communication Center project were fully aware of Mrs. Bowie’s participation in the Lisbon Communication Center.  Also, the fact this project is at an exploratory and conceptual level.

Councilor Bowie should never have been placed in this position in the first place because it is in direct violation of the Ethics Panels prior decision in January 7, 2009.  If everyone on the Town Council had full knowledge pertaining to Mrs. Bowie’s duties in the communication center, why would the council appoint Councilor Bowie to participate in this project in direct violation of the 2009 ruling?  Also, if the consolidation on communication centers does not remain under the jurisdiction of the Lisbon Police Department, Mrs. Bowie’s job description would have to be redone and her salary adjusted.  This is an industry standard practice.  So it is imperative to Mrs. Bowie's salary, the communication center remains under the jurisdiction of Lisbon Police Department.

Councilor Bowie, as an appointed representative of the Town of Lisbon, has a direct impact on influencing County Commissioners and fellow Town Councilors. Their decisions will have a direct effect on Mrs. Bowie’s salary.  Yes, this project is in an exploratory and conceptual state but his actions will effect the final decision of this project.  By stating there is no conflict of interest at this time, the Ethics Panel has enabled Councilor Bowie to influence the County Commissioners decision on the Consolidation of Communication Centers.  It is their decision which will determine Mrs. Bowie’s future compensation.

Councilor Bowie should have been replaced as the representative of the Town of Lisbon on this project once Mrs. Bowie was hired as the Administrative Assistant because her daily duties involve the Lisbon Communication Center and constitutes a direct conflict of interest to the County Consolidation Communication Center project.

The Ethics Panel findings are rendered on the assumption both the County audience and the Town Council has full knowledge of Mrs. Bowie’s involvement with the Lisbon Communications Center and the fact the Consolidation Communication Center project is in an exploratory and conceptual state.  First, we all know what “assume” does; it makes an ass out of u and me.  Second, because this project is in an exploratory and conceptual state does not means Councilor Bowie’s impact will not have a dramatic impact on his wife’s salary in the future.  Waiting to lock the barn door, after the horse has run away, is too late; so is waiting until the County Commissioners make their final decision which will be influenced by Councilor Bowie, too late.

Iran shoots down a US drone aircraft over eastern Iran.

Iran's military says it has shot down a US reconnaissance drone aircraft in eastern Iran, Reuters news agency reports, citing state television.

­"Iran's military has shot down an intruding RQ-170 American drone in eastern Iran," an unnamed source has reportedly told Iran's Arabic-language television network.  


According to Press TV reports, Iranian authorities managed to seize the unmanned aircraft upon being downed, which they claim received "minimum damage." 
 
The drone, reportedly an RQ-170 sentinel, "is a low observable unmanned aircraft system which the United States Air Force uses to "directly support combatant commander needs for intelligence, surveillance and reconnaissance to locate targets."

      Lisbons Ethics Panel’s Duty

Does Lisbon Maine’s Ethics Panel have a hidden policy of ignoring blatant ethics violations
when they involve the Lisbon Town Council?

Is there some written regulation that bars the panel from rooting out problems.

I have searched the Town Charter for sections that apply to the panel and can find no such regulation.

What possible reason then would the panel have for ignoring the obvious violation involving
Councilor Bowie and his wife? Is there some unstated agreement between the Ethics Panel
and the Lisbon Council?

What is the purpose of any Ethics Panel if not to bring possible ethics violations to light. Do we have an Ethics Panel for appearance sake only.

These are all valid  questions that we must ask ourselves and attempt to answer.


It may be time for us to seek outside intervention to
help with this problem. Einstein said you cant solve a problem with the same thinking that created the problem.


We need an Ethics Panel with teeth to oversee our governmental  actions. We don't need one that  protects the 1%  in charge from scrutiny and stands as a roadblock to correcting unethical behavior.

NEW YORK - The Central Labor Council was the main force behind a march for jobs here yesterday that filled the streets from 32nd Street and Broadway to Union Square.
Unions are under siege by corporate America. Leading the charge against them were the GOP governors of Ohio and Wisconsin. The fight back by organized labor and its allies that started in Wisconsin helped spur the successful November roll back of an Ohio law that stripped public service workers of their collective bargaining rights.
That victory, fortified by the Occupy Wall Street movement, has given labor and the majority of Americans hope that they can make changes that seemed daunting only a decade ago.
Yesterday, the public workers, transit workers, teachers, electrical workers, Teamsters and others united with the Occupy Wall Street forces to have their say.A statement by the CLC made their point: "This march is for Jobs and economic fairness is a call to action and a show of unity - we want to march down Broadway from Herald Square to Union Square and fill the street from curb to curb so government and big business get our message: Enough is Enough!"

While this story has not been caught by any of the major wires, The Australian's Jerusalem correspondent Sheera Frankel reports something quite disturbing: "All eyes on Israel after second Iranian blast. CLOUDS of smoke billowed above the city of Isfahan - evidence that the latest strike against Iran's alleged nuclear weapons program had hit its target." We will report more if this story is confirmed by any other news agencies because if true it means that at this point things behind the scenes are no longer happening in the shadows.

LISBON FALLS — Jacob Bussiere, 14, a Life Scout in Boy Scout Troop 109 has begun his Eagle Scout Service Project.
Bussiere decided to give back to the Barbara Bush Children’s Hospital for how important they have been to him and his family. He was diagnosed with ITP when he was five years old and spent many years being treated by doctors and hospitals. Recently his five year old brother was hospitalized in serious condition at the Barbara Bush Children’s Hospital and once again Bussiere saw firsthand just how important it is to do this project.

BOWDOINHAM — A Brunswick woman was struck and killed Thursday night by a pickup as she was crossing a road in Bowdoinham, police said.
Helen Koulouris, 58, died at Mid Coast Hospital in Brunswick shortly after she was taken there by ambulance, Maine State Police Trooper Jonathan Leach said.
He said Koulouris was struck by a truck driven by Lisa Green, 42, of Bowdoinham. The accident took place on Fisher Road, a short distance from Green’s home, at about 6:15 p.m.

                Intended Purpose of the Ethics Panel


The purpose and intent of Chapter 12 of our charter is to protect the integrity of Lisbon  Government against actual or reasonably perceived conflicts of interest without creating unnecessary barriers to public service. 

I'm sure the founders of our charter never intended sec. 12-4 (d) (Referral) to be used as a roadblock to eliminating unethical behavior. Nowhere in Chapter 12 does it say the Ethics Panel can only hear referrals. By its very nature it should searching government for potential problems and advising the council on its findings.

Recently when our Ethics Panel used the charter to hide from its duties it became obvious that we have a much more serious problem than a simple conflict.We have a systemic problem. Our very system is being used to hinder the elimination of conflicts.

Hopefully this is due to ignorance of the actual intended purpose of the Ethics Panel. Possibly the members of the Panel are unaware that they have an obligation to the town to expose conflicts when ever and where ever they find them.

There comes a time in everyones life, usually in their fourth or fifth decade, when they have to decide if they will stand up and make the morally right decision regardless of the social consequences or hang their head and slink off into obscurity. I believe that time has come for Lisbons Ethics Panel. 

I hope the panel makes the right decision.

                   A Fine Performance

On Monday night Lisbon’s Ethics Panel gave a fine performance dancing around the most pertinent issues surrounding Councilor Bowie’s Conflict of Interest. 

    The following critically important facts were never addressed:

•      A large portion of the Bowie family income is derived from the Police Department payroll. To say that it is possible to be unbiased under these circumstances is expecting too much from human nature.

•     If  the Police budget and/or personnel ever need to be slashed can we really expect Mr. Bowie to have an open mind on the cuts.  Could YOU indirectly fire your own wife or spouse.

•     As long as the Councilor’s wife is a Police employee there is potential leverage to obtain a favorable vote from at least one Councilor.

This  relationship is in clear violation of our Town’s Charter  Chapter 12 “Ethics and Conflicts” section  12-5. - Additional standards.

(A)----Standard of conduct. A public official, other than the town manager or the superintendent of schools, who is a municipal or school department employee shall not hold a supervisory position, or be senior in the chain-of-command, to an individual with whom he or she has a personal relationship or a financial involvement (other than the municipal or school system employment relationship),

Councilor Bowie is obviously a senior in  Mrs. Bowie’s  “chain of command” and is covered by the above charter excerpt. And due to the lack of a higher municipal governing body they are also unable to fulfill any exempting requirement that would rectify this conflict.

I feel that instead of confronting this conflict the Ethics Panel decided to skirt the real issue and use the ethics guidelines to hide from an uncomfortable ethics decision. By doing this “end run” they have placed their own integrity in question.

We all know what needs to be done here. Lets put integrity back in Lisbon Town Government.

With the bill expected to be up for a vote within 48 hours, Senator Rand Paul has offered an amendment to the National Defense Authorization Act that will kill a provision allowing the militaryto detain individuals, including American citizens, without trial or due process.

The “indefinite detention” sections of the NDAA bill would turn the whole of the United States into a “battlefield” and hand the executive branch the power to have the military arrest U.S. citizens and hold them without trial.

The provision is merely an update to the “parallel legal system” had been in place under the auspices of the war on terror for over a decade, “In which terrorism suspects — U.S. citizens and noncitizens alike — may be investigated, jailed, interrogated, tried and punished without legal protections guaranteed by the ordinary system,” as the Washington Post reported in December 2002.

I left the hearing last night in shock.  When I arrived home I went over my letter to the panel, all the documentation to see how I failed the people of Lisbon.  I also went over the meeting in my head and came to the conclusion; I did not fail the people.

During the summation of the evidence gathered, Chief Brooks stated Mrs. Bowie never received any additional compensation for filling in as a dispatcher, or words to that effect.  However, I have an email stating Mrs. Bowie received overtime pay for filling in as a dispatcher.  This can be easily verified.  Since overtime pay is an additional compensation, if true, means Chief Brooks’ statement would be false. 

Also, Mr. Cunningham asked Councilor Bowie how he could be sure members of his audience were aware of Mrs. Bowie involvement in the Lisbon Communication Center, or words to that effect.  Councilor Bowie responded by saying because she worked for the County in the Communication Center, or words to that effect.  Mrs. Bowie’s job description is Administrative Assistant and not Communications Specialist.  These two positions require completely different skill sets which are far reaching making it impossible to connect the dots.  Asking anyone to know what each member of the audience does or does not know about any situation requires speculation and not facts.  It is the intent of the charter to eliminate any speculation.  Requiring Public Officials to divulge a possible/perception of a conflict of interest and/or financial interest prior to speaking on any subject matters ensures each member of the audience has the same level of knowledge and enables them to render a fair evaluation of the Public Official’s input. 

The Ethics Panel’s advisory recommendation is based solely on speculation and not on documented facts.   There were no additional facts presented during the summation of evidence.  I was compelled to provide documented proof and Chief Brooks and Councilor Bowie were allowed to speculate.  This was not a level playing field.

I thought the Ethics Panel would render a fair decision.  I am extremely disappointed in the Ethics Panel.

This meeting brought up more questions than it answered, according to an eye witness. We will be writing more on this after we see the tape of the meeting.

Turkey is ready to invade Syria

Turkey and its western allies are transferring the Libyan fighters whom they trained and armed to depose Muammar Gaddafi to Syria. Around 600 Libyan ‘volunteers’ have entered Syria. Daily Telegraph reported that secret meetings were held on Friday in Istanbul between the Turkish officials and the Syrian opposition representatives and the Libyan fighters. Large-scale infiltration of weapons from Turkey and Jordan have been going on for months to create civil-war conditions in Syria, but this is the first move to introduce ‘volunteers’.

Iran poses no threat to the United States, Russia said Tuesday, rebuffing a key argument of President Barack Obama on whether to go ahead with a European missile shield bitterly opposed by Moscow.
Former president George W. Bush had infuriated Russia by striking a deal to install 10 missile interceptors in Poland and related radar stations in the Czech Republic, saying they were needed to counter "rogue states" such as Iran.
The Obama administration says it is reviewing the shield project, studying whether it is militarily justified and cost effective.
But Sergei Kislyak, the Russian ambassador to the United States, said that the Iran threat was a myth.

Ethics Panel Meeting 

On Monday Nov. 28th there will be a Lisbon Maine Ethics Panel Meeting to consider the possible problems associated with Councilor Michael Bowie discussing and voting on any issue involving the Lisbon Police Department. As many of you probably already know, Councilor Bowie's wife is employed by the Lisbon Police Department.

I believe it would be very difficult for anyone to make an unbiased decision on Police Matters when a large portion of their family income comes from the Police Department payroll. To say that it is possible to be unbiased in such a situation is expecting too much from human nature.

If in the future it ever becomes necessary to cut the police budget or personnel, can we really expect Mr. Bowie to be unbiased on the matter. I don't think anyone should  be required to indirectly fire their spouse.

As long as the Councilor's wife is a police employee there is potential leverage, in the departments favor, on a Council Vote.

At the very least there is an appearance of Conflict of Interest.
 
It will be interesting to see how the Lisbon Maine Ethics Panel handles this problem.

The Senate is set to vote on a bill next week that would define the whole of the United States as a “battlefield” and allow the U.S. Military to arrest American citizens in their own back yard without charge or trial.

“The Senate is going to vote on whether Congress will give this president—and every future president — the power to order the military to pick up and imprison without charge or trial civilians anywhere in the world. The power is so broad that even U.S. citizens could be swept up by the military and the military could be used far from any battlefield, even within the United States itself,” writes Chris Anders of the ACLU Washington Legislative Office.

Apparently there are not enough chemicals already added to our drinking water, as there is now a call by “experts” to further poison our water supplies by adding Lithium. Their main reason is to decrease suicide and violent crime rates.

So it this how we wish to function as a society?  Instead of dealing with our issues at hand, let’s drug ourselves so that we don’t have to deal with personal subjects that may be perceived as hard, negative or scary. The growing number of video clips and photos showing police in Darth Vader-like riot gear assaulting peaceful demonstrators with everything from tear gas and mace to truncheons, point-blank shots with beanbags and rubber bullets, and of course the ubiquitous fist and club, have made a bad joke out of claims that America is either the land of the free or the home of the brave.

Scott Olson, a veteran of America's Iraq War, suffered a severe brain injury that nearly killed him, and left him with difficulty speaking, thanks to a shot to his head by an attacking police officer in Oakland who was firing tear gas canisters from a gun-like weapon. Olsen is lucky to be alive and will hopefully recover over time. A comrade, veteran Kayvan Sabehgi, who was retreating from advancing police that same night with his hands tucked in his pockets, can be seen being chased and so brutally beaten by another attacking thug cop that he had to be hospitalized for treatment of a lacerated spleen, although the cops left him writing in agony in a cell for hours before sending him to the hospital

I find it unconscionable that our town leaders see fit to increase pay rates for many of our employees and give a 10k increase to a Department head at a time when most of the country is cutting back on expenses.

Someone needs to let our Councilors know that we are in a nationwide depression. Millions of Americans have lost their jobs and Millions more are underemployed or forced to take part time work.

Lisbon residents are not immune from this economic down cycle as evidenced by the number of Lisbon taxpayers having a hard time paying taxes and sewer/water bills.

If our leaders feel such a great need to spend tax money they should at least spend it to help those who are having a hard time.. They should spend it on The Bus Service or Food pantry where it can do the most good.

The main role of a Councilor is to improve the quality of life for residents but in doing so they shouldn’t take money from the poor to give raises to Lisbon's upper middle class.

In my opinion its just morally wrong.

BELFAST, Maine — A U.S. Post Office official said Monday that four rural post offices in Maine have been taken off the agency’s possible closure list, after a review indicated that customers there wouldn’t have “regular and effective” service if they were shut down.
The branches at West Forks, Stoneham, Topsfield and Matinicus will remain open, Tom Rizzo, spokesman for the USPS in Northern New England, confirmed.
